In 2014, hydraulic lifting platforms were removed from the Special Equipment Catalog. Therefore, hydraulic lifting platforms no longer fall under the category of special equipment. The latest Special Equipment Catalog only includes construction hoists and simple hoists. Special equipment refers to machinery involving significant life safety risks, such as boilers, pressure pipelines, elevators, and load-bearing lifting machinery. Lifting machinery specifically denotes electromechanical equipment used for vertical lifting, defined as lifts with a rated load capacity of 0.5 tons or greater. Prior to 2014, fixed hydraulic lifting platforms with a rated load capacity of 0.5 tons or greater were classified as special equipment. Following the 2014 revision of the Special Equipment Safety Law, jib cranes and lifting platforms—which exhibit low accident rates and minimal hazards—were removed from the special equipment catalog. Consequently, hydraulic lifting platforms installed and used after 2014 no longer fall under the category of special equipment.
